The Facts: Investigated by the Senate, failed miserably in an attempt to become accredited, forced to close by the State of Wyoming after state-hopping for quite some time, and currently there is a student class action in progress against the defunct university. Dissertations are not published or logged as they should be, none are available for any type of review. Not accepted in any workplace, except in some cases through the lack of adquate applicant screening. Definitely do not attempt to call yourself "Doctor" around anyone knowledgeable. Illegal to use as a credential in many states. HOWEVER... Like many other students have noted, this may qualify as low-level CPE. I personally found it enjoyable as an organized plan of self-study because I did not have adequate time or background to complete a recognized program. Updated texts. Assignments were not difficult, but if you are taking a true self-learning approach (rather than skipping the book and going right to the repeatable exams), there was knowledge to be gained. I learned alot and have been able to leverage that in my career. I do not list it as a formal degree. So, it's a very crucial dichotomy. On one hand, it was valuable to me in my educational process, but attempting to pass it off anything comparable to a formal, recognized Phd is foolish and silly.
