There are several "Concordia Universities" that are legitimate. 

The State of Texas bans this one:

Concordia University Virgin Islands; Spain; Dominica; Liberia; Indonesia No degree-granting authority from Spain, Dominica; Liberia; Indonesia, or any government in the Virgin Islands. Not to be confused with the various legitimate institutions using the term "Concordia."

Concordia is on the the Texas Diploma Mill list. It is a class B misdemeanor to use it.
